In his Carta Memoria sent to one hitherto unknown member of the Philippine Revolutionary Government in Manila from Leitmeritz, Austria, on March 24, 1899, Ferdinand Blumentritt recommended turning to the U.S. to find feasible solution to end the armed conflict in order to avoid the horrors of war. On the one hand, he suggested, it would be best for the Philippines to place itself under the protection of the United States of America. On the other hand, the Philippine government should insist on freedom to run its internal affairs and to have diplomatic representation abroad. The war could then quickly be concluded with a truce and a win-win situation achieved. Given the adverse circumstances at the beginning of 1899, the authors claim that Jose Rizal would have concurred with his friend Blumentritt had he been alive. But at the time such considerations had no chance at all. A protracted war was in full swing, causing death and misery. For both sides, American and Filipino, it had become all or nothing.
